Separation of Functions
Tenet’s Human Resources (HR) and Payroll are separate to ensure appropriate controls are in place. HR initiates and processes Personnel Change Notices (PCNs), and Payroll processes employees’ time cards and handles payroll related duties. The separation of the departments means not only the functions, but also the physical locations and employees assigned. HR employees do not work in Payroll, and Payroll employees do not work in HR, even for a temporary or back up need. HR and Payroll audit each other’s inputs of data based on PCNs submitted and both maintain an audit practice to check against each other.
